Let’s Pass the CREEP Act

Since late January 2025 when the CAG team announced our renewed support for New York State bill S3394/A3226 The Ceasing Repeated and Extremely Egregious Predatory (CREEP) Behavior Act, we have been hard at work gaining support from organizations, survivors, advocates, legislators, legal professionals and allies! 

Senator Andrew Gounardes (D-26) remains our champion in the Senate and is joined by Assemblymember Jessica González-Rojas (D-34) to become the CREEP sponsors in their respective legislative chambers. We are grateful to Senator Gounardes’ office for heeding the need to protect all New Yorkers in authoring the CREEP Act.  

To date, we have more than 25 nationally recognized and NYS-based victim’s rights organizations that have signed our letter with the Rape, Abuse & Incest National Network (RAINN) to members of the NYS legislature urging them to pass the CREEP Act. This includes Sanctuary for Families, Safe Horizon, and the New York State Coalition Against Domestic Violence (NYSCADV), to name a few! 

We are determined to pass the CREEP Act to protect stalking victims in New York State regardless of how, why, and by whom they are being stalked. Help us bring stalking protections up to date with those available to Americans in 43 other states and make it safer to be a New Yorker.

  • Write a Memo of Support to the New York State Legislature on behalf of your organization! You can use this template.  

  • Don’t be surprised if you ask friends and family whether they know about current protections for stalking victims in New York State, and they assume that it’s easy to get an Order of Protection (OP) no matter who is stalking the victim. Right now, if a New Yorker is being stalked by someone they are not related to by blood or marriage or with whom they have not had an ‘intimate’ relationship, they cannot request a Civil OP.
